The Americans Want to Work Act (S.3706)

The Americans Want to Work Act provides jobs and security for the hardest hit Americans. Currently, over 14.6 million Americans are out of work, a national crisis. During this unprecedented time, we must incentivize business to create jobs and provide a bridge until job seekers can find work. The Americans Want to Work Act does both by:

* Creating an additional tier of benefits for those who have exhausted their unemployment insurance;
* Extending the successful HIRE Act payroll tax exemption through the end of 2011;
* Doubling the general business tax credit to encourage businesses to hire the hardest hit Americans.

Tier 5 – Unemployment Insurance

* What it Does: Provides 20 weeks of additional unemployment insurance for states with 7.5% or higher unemployment. This tier will benefit the people who have exhausted all of their benefits.
* Retroactive Eligibility: Would apply retroactively to everyone who has exhausted all of their previous tiers in recent months. However, benefits would not be paid retroactively. (Example – If you exhausted your benefits 3 months ago, you would be eligible to begin your Tier 5 at the date of enactment. You would not, however, be paid out for the 3 months in which you did not receive benefits. If you are going to exhaust your benefits in 2 weeks, you will move right onto Tier 5 and receive your 20 weeks).
* Requirements: People who are unemployed still need to meet current UI law requirements such as job searches.

Just curious it it's "paid for".....this is not to say that I think it should or shouldn't be, but if it is it will at least get the "Maine twins" and Nelson and pass......look at what it did to revive the long chopped up and discarded "aid for states" bill.

Yea I wonder if its paid for or not either, I think if it is it has a chance, its funny though that even though many of the bills that are coming through right now are paid for the Republicans still wont vote for them even though that was their claim for not passing 4213.

The "states' aid" bill -- actually amendments completely unrelated to the FAA bill to which they were attached -- was pushed through by the lobbying of Governors from both parties who pressured their respective senators for the funding which was necessary for the fiscal years that began on July 1. That lobbying prompted Reid and others to find ways to fund the teachers/Medicare programs by cutting the budgets for other programs in the bill.

As I noted on another thread here, there are still many loose ends with Stabenow's proposed bill:

The full text of the bill is not yet available, so several details are not yet known, including:
• How Tier V (7.5% trigger) would work with Tier IV (current 8.5% three-month average unemployment rate trigger).
• How the bill would be funded (emergency spending or pay-go).
• If this bill (S.3706) would also include extensions for the eligibility cut-off dates for Tiers I, II, III, and IV past November 30, 2010 -- or whether that would be enacted separately
• What timeline Stabenow is considering for the next steps in passage of the bill.

It would be a little strange - with the differing triggers, a state could have NO Tier 4 but still have a Tier 5. Maybe they should call it a different name than Tier, maybe Additional EUC.

Still, a long way to go yet.

Very good example of how when the media is used and brought in (main media) pressure begins to mount and public awareness to the TIER V cause takes on momentum. There is still a ways to go (although depending on picking up 1 or 2 unexpected votes early could accelerate this) but with follow up pressure to these Congressmen and having the main media (in this case Ed Schultz and his championing of this cause) continue to expose and reveal the insensitive indifference of those that would prefer the 99ers not be noticed. Let's encourage the support of those that DO care, let's also not stop making those calls that have brought this type of attention.
